CHINA-INTERNAL: LEADERSHIP

 China's official Global Times reported on August 6, 2015 that Chinese leaders may not be meeting at Beidaihe the seaside resort in Hebei Province this year. Analysts said that cancellation of leaders meeting during the summer retreat -- a ractice hat has been going on since 2003 --  if confirmed, could signal a progress in transparency of China's decision-making process. The Economy & Nation Weekly reported:"As China promotes transparency and standardization of the political process, Beidaihe will no longer be known as a mysterious retreat resort. It will return to be a rare health resort in North China." 


Cai Zhiqiang, a professor  with the CCP Central Party School told Global Times "The Beidaihe meeting began to receive increasing attention due to some major decisions made in the past." 
Meanwhile, Xinhua reported that two Political Bureau meetings were held on July 20 and 30, "which is unusual" and that "Key topics including the 13th Five-Year Plan and anti-corruption have been discussed". It asked whether it is "necessary and possible to travel to Beidaihe to repeat the discussion?" 
(Comment: Meanwhile reports out of Beijing claim that members of the PBSC have not been seen in Beijing since August 1, 2015, and that Xinhua reported Li Yuanchao as appearing in Beidaihe on Aug 4. The Director of the CCP CC's General Office Li Zhanshu and Vice President Liu Yandong (both PB members) were also seen in Beijing on Aug 2.)
