A rumour circulating in Beijing claims the pro-Xi faction is proposing a strategy for further centralisation of power by Xi Jinping, namely: abolishing the institution of the Politburo Standing Committee at the 19th Party Congress, thus making Xi into an overall dictator, and also pledging to lift the restrictions on political parties and the press, completing a political transition within 15 years. 

There have also been persistent rumours since the CCP CC's Fourth Plenum recently that PBSC Member and CDIC Chairman Wang Qishan may replace Li Keqiang as Premier around the 19th Party Congress. Li Keqiang might then be shifted as Chairman of the National People's Congress (NPC).
