CHINA-INTERNAL: LEADERSHIP APPOINTMENTS

 Hongkong's South China Morning Post (SCMP) reported on December 29, 2016, that 57-year old Ying Yong, presently Vice Mayor of Shanghai, will soon take over as Mayor of Shanghai from Yang Xiong who was appointed Shanghai Mayor in Fbruary 2013. 

(Comment: Ying Yong worked under Xi Jinping during the latter's tenure as Zhejiang Communist Party chief from 2003 to 2007.) 

The SCMP reported too that 52-year old Zhang Guoqing, Deputy Mayor of Chongqing Municipality, is likely to soon be promoted Mayor of Chongqing. He will then be one of the youngest cadres in a leadership position. He will replace Huang Qifan, who is 64 years old and has been in Chongqing Municipality for fifteen years, including during the episode involving now convicted Politburo Member Bo Xilai in 2012. Huang Qifan is tipped to move to a post, and possibly head a sub-committee, in the NPC. 

(Comment: Zhang Guoqing, who is a member of the 18th CC of the CCP and was an alternate member of the 17th CCP CC, is on the career fast track. He is a technocrat and former CEO of China's North Industries Group Corpn.(NORINCO), one of China's oldest and larger military corporations. He is not known to have any strong affiliation with any typical political faction within the Party.)
