CHINA-INTERNAL: PLA GARRISON IN HONGKONG

To mark the 20th anniversary of the Chinese military presence in Hongkong since the takeover, the PLA Commander of the Southern Theatre Command Vice Admiral Yuan Yubai and Political Commissar of the Southern Theatre Command Wei Liang wrote an article in the Party theoretical journal 'Qiu Shi' on June 15, 2017. In the article they said that the PLA in Hongkong is no longer just a symbol of Chinese sovereignty, but is a combat force prepared to demonstrate the nation's military might. They also said the local garrison has been studying and analysing possible security risks and combat scenarios to better devise plans "in the event of war". They reiterated that the garrison's mission was to "safeguard the one country, two systems" policy as well as China's sovereignty. They also pointed to the ideological challenges faced by PLA soldiers posted in Hongkong.  (Comment: This article by the Commander and Political Commissar of the Southern Theatre Command clearly indicates that the Hongkong Garrison is under the Southern Theatre Command.)
