Xinhua on July 27, 2017, reported that Chinese President Xi Jinping had delivered a 'keynote' speech to a specially convened meeting of high-level central and provincial Party and military officials in Beijing on July 26, 2017, Xinhua described the meeting as routine and held prior to the Party Congresses. It said the speech 'laid an important political, ideological and theoretical foundation for the success of the 19th CCP National Congress slated for later this year'.The speech was to chart out the future course, summarized achievements in theories and practices since the 18th Party Congress and was a concrete mobilization call. Xi Jinping reportedly hailed "the historic changes" in the development of the CCP and the nation "over the past five extraordinary years," and said China's development is standing at a "new historical starting point", and "socialism with Chinese characteristics has entered a new development stage". Xi Jinping said China must accomplish building a moderately prosperous society by 2020, and strive for the great victory of socialism with Chinese characteristics as well as the Chinese dream of national rejuvenation. In economic and social development, he stressed commitment to the supply-side structural reform. He reiterated that "The strict governance of the Party will always be an ongoing process," and stressed that the future of a political party or a regime is ultimately determined by whether the people are for or against it. Premier Li Keqiang asked senior officials to study Xi Jinping's speech, follow its spirit both in thought and action, and "stay highly consistent with the CCP Central Committee with Comrade Xi at its core".
