CHINA-INDIA: CHINESE REACTION TO INDIA BUILDING A ROAD IN LADAKH

On August 25, 2017, China's official news agency reiterated that it is three months "since Indian military trespassed into Chinese territory, to which China has shown the utmost tolerance. India must take any possible consequences if it continues to miscalculate the situation". It, however, said "Meanwhile, China has not closed the door to diplomatic dialogue with India to ease tensions", but quoted Li Qingyan, an expert on South Asia issues at China Institute of International Studies, as saying "India thinks that the international situation is good enough for it to test China's bottom line.", but "India may have miscalculated China's stance in defending its sovereignty. China's bottom line is the border line, as shown in the Sino-Indian border conflict in 1962". It again asserted that "The prerequisite for settlement of the border standoff is the unconditional withdrawal of all trespassing personnel and equipment to the Indian side"revealing that China has sent this message openly to India through many channels over the past 60 days.

The official Chinese news agency Xinhua on August 24, 2017, quoted Chinese Foreign Ministry spokesperson Hua Chunying as saying that 'India's road building near an undemarcated boundary reveals a contradiction between what India says and what it does'. spokesperson said Thursday.  The Hindustan Times had earlier reported days after Indian and Chinese troops engaged in stone-pelting at Ladakh's Pangong Lake, that India's Ministry of Home Affairs (MHA) had approved the construction of a standalone road project from Marsimik La to Hot Spring. Marsimik La in Ladakh is about 20 km from the northwest tip of Pangong Lake. Hua Chunying said 'the reports sounded like a slap in face to India, and once again proved that India had been inconsistent and self-contradictory in resolving the Sino-Indian border issue'. She said that 'India used the excuse of security concerns to obstruct China building roads on its own territory, but India's road building plan proved that it was saying one thing while doing another'. Hua Chunying also said the 'western part of China-India border had not been delimited,and the two countries had agreed to maintain peace in border areas before the issue was finally resolved. India's construction of military infrastructure near the western section of the LAC did not help to maintain peace and stability in the western part of the border, nor did it help to ease the current tension between the two sides'.
