CHINA-INTERNAL: 19TH CCP CC POLITBURO'S FIRST MEETING

The new Politburo held its first meeting on October 27, 2017. At the meeting, the Politburo passed two regulations: one concerns the strengthening and preserving the centralized unified leading role of the central party, and the other regarding a revised and further operationalised eight-items regulations. The first regulation is most interesting. It covers six matters, each important: (i) in the "old era", at least some Politburo members took issues of significance in their own hands and did not submit them to the Party Center for examination; (ii) At least some Politburo members had been recommending cadres to the Party Center "irresponsibly"; (iii) Politburo members are now required to submit written annual work performance reports to the Party Center AND the General-Secretary; (iv) some Politburo members did not follow propaganda and media reporting rules in the past.  It seems that the General-Secretary is not happy with some of the propaganda work in the past.; the CCDI regularly reports to the Politburo annually. Now it is required to report first to the PSC. The same rule will apply to the party-groups of all other state institutions, who already started to report to the Politburo collectively together with the Party Secretariat last year.
