CHINA-LEADERSHIP: WANG QISHAN AND CYBER CONTROL

62-year Wang Huning, PBSC member in charge of ideology and the propaganda apparatus and head of the CCP CC Secretariat, made his first major speech since joining the Politburo Standing Committee on December 3, 2017, at a conference in Wuzhen staged to show China's technological strengths. Wang Huning called for security and order on the internet as part of five proposals he made to guide the future of cyberspace. He emphasised China’s technological prowess and said more should be done by the government to guide the development of new industries like artificial intelligence and quantum computing. Wang Huning praised Xi Jinping for his “deep understanding” of internet governance adding that the international community had “warmly received” Xi Jinping’s ideas about the internet, including the concept of cyber sovereignty. He said "Global cyberspace governance has no onlookers — we are all participants” and “all parties” should have a say over how the internet is managed across the world. Xu Lin of the Cyberspace Administration of China, was present at the conference.
