CHINA-INTERNAL: UNITED FRONT WORK MINISTERIAL MEETING ON JANUARY 16, 2018

The official newspaper 'The Paper' on January 16, 2018 reported the decisions taken at the Ministerial Meeting of the CCP CC's United Front Work Department (UFWD) the same day. The meeting proposed that 2018 be the first year to implement the spirit of the 19th Party Congress and a crucial year for the United Front "to achieve new development on a new starting point". It listed the overall requirements of the 2018 United Front Work as follows: "Guided by Xi Jinping's socialism with Chinese characteristics in a new era"  it is necessary to "seize new opportunities in the united front work in the new era and resolutely implement the Party Central Committee's work on the United Front". The focus will be on - the main line, opportunities, implementation. For this, United Front cadres should be equipped to lead the members of the United Front and guide the work of the United Front; study and plan the front-line work, further identify the target orientation, clarify the key tasks, conscientiously do the work of uniting people and strength; "unite the broad ranks of members of the united front in the party Central Committee with Comrade Xi Jinping at the core" to "give full play to the important role played by the work of the United Front in safeguarding the ruling position of the party and realizing the historic mission of the party". It said: (i) the UFWD must strive to improve the efficiency of the multi-party cooperation system and "guide all democratic parties and non-party individuals to thoroughly study and implement Xi Jinping's socialist ideology with Chinese characteristics in the new era, inherit and carry forward the political faith and noble sentiments of the older generation and constantly consolidate the common ideological and political foundation for unity and struggle"; (ii) it must "further strengthen the united front work of non-party intellectuals, especially new social stratums" and unite them more closely in China around the Communist Party;  (iii) strengthen the united front work in the non-public ownership economy and guide non-public sector economists to earnestly study and understand Xi Jinping's socialist economic thinking with Chinese characteristics and guide non-public-owned enterprises to play a role in preventing and resolving major risks, accurately eliminating poverty and preventing and controlling pollution; (iv)Pay close attention to various factors that affect ethnic relations, promptly and effectively resolve conflicts, safeguard the overall social stability in Xizang, Xinjiang and promote the great unity of all ethnic groups;(v) support religious groups in strengthening themselves and personnel training, raise the overall quality of political representatives in the religious circles, and in particular their political qualities, and push forward the spirit of the National Conference on Religious Work; (vi) "guide compatriots in Hong Kong, Macao and Taiwan, overseas Chinese and especially young people to enhance their awareness of the "community of destiny," and strengthen their common historical memories and cultural links, and constantly improve national identity and cultural identity"; and (vii) plan and increase cultivation of delegates outside the party, strengthen the echelon construction of non-party representatives, recommend outstanding non-party cadres for leadership, strengthen the management of non-party cadres and help the healthy development of non-party cadres.
