CHINA-INTERNAL: PARTY DISCIPLINE

At least three article in the CDIC magazine “China Disciplinary Inspection and Supervision” made specific critical mention of the now incarcerated former Politburo member Sun Zhengcai. The January 11, 2018 issue of the  “China Disciplinary Inspection and Supervision” mentioned the former Politburo member Sun Zhengcai and called him “a man with two faces” ("Janus-faced man"). It said "that some cadres are making big statements, but they do not work to implement them, they all are two faced people". Describing "people like Huang Xingguo, Zhou Benshun, Wan Qingliang, Wang Min etc" as examples of this type of people, it said "If we want to solve the problem of formalism and bureaucracy, we have to remove its source". Sun Zhengcai’s name was mentioned at least four times in the article. The article declared "there are some cadres who only give heavy statements but their actions on them are like feather. They do not want to touch concrete issues, it is clear they don’t want to work, they are lacking vigor but they still want their position, power". The article disclosed that on September 25, 2013, the CDIC had given feedback to the Chongqing Municipal Committee, when Sun Zhengcai who was Chongqing Party Chief at that time said, “we need to be ruthless to fight corruption, implement centre’s eight provisions.” But after three years nothing had changed, nothing practical was done and later on Sun Zhengcai himself was “found seriously violating party’s 8 provisions and discipline”. The article said Sun Zhengcai, Su Rong, Wang Min and Huang Xingguo "these ailing trees were pulled out on time and the rest of forest was saved".
Another article in the 17th issue of the magazine mentioned that the CDIC launched a “look back” program, "to catch the tiger unaware and that it led to the catching of Sun Zhengcai, Wang Min, Yang Zhengchao, Yang Luyu and Huang Xingguo" and that were incriminated when questioned.

Yet another article in the 24th issue of the magazine stated that Bo Xilai and Sun Zhengcai are "a typical example of political corruption and they created their own empire in Chongqing at the expense of the party. Sun Zhengcai always advocated his own views instead of the decisions of Party Central Committee, which resulted in the Central Committee’s strategic decisions being deformed at the implementation level". It said that "now Chongqing is very determined on removing all the evil effects of corrupt people".

The magazine twice mentioned the environmental damage done during Wang Sanyun’s tenure in Gansu. It said Wang Sanyun often mentioned “four consciousnesses” but because of his empty words and not adhering to the Party’s decisions, in his time the ecology of Mount Qilian was severely damaged. In supervising the ecological protection work he always stressed on the issue of environmental protection but never worked on it.

The magazine regretted that there "are also some party member’s whose political achievements are distorted, some only show their achievements, show their skills but do not practice them, they do work only to show and not to contribute. They also blind the masses and try to deceive superiors".

It said from 2011 to 2014, the economic data of Liaoning province was manipulated; this was done to improve the political record of some political cadres. In 2017, at the time of the NPC and CPPCC sessions, one delegate from the Liaoning delegation criticized this unhealthy tendency; it is noteworthy that at that time from January 2010 to April 2015 Wang Min was Party Secretary of Liaoning and head of the Liaoning NPC Standing Committee. The article also lists "some unthinkable cases" where "some cadres have distorted their achievements, they are working not to satisfy the people but to satisfy the senior leaders. Some are obsessed with fame and power, they are giving presence on TV their priority, some are obsessed with managing festivals, inviting celebrities". It warned that "Facts are proof that no matter senior cadres or grass root cadre, possibly all are polluted with formalism and bureaucracy" and that the 19th Party Congress report had pointed to the need "to strengthen work style, to closely protect the relation of party and people, to strengthen the notion of people and their emotions and finally resolve the issue of formalism and bureaucracy".
