It stressed that the guiding principle for deepening the party and state reform is to fully implement the spirit of the 19th CPC National Congress and to adhering to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, the scientific concept of development, the new era of Xi Jinping Guided by the socialist ideology with Chinese characteristics ... etc ...and "Realize the Chinese Dream of the Great Rejuvenation of the Chinese Nation". The plenum emphasised the need to "strengthen the party's leadership over all aspects of work, ensure the full coverage of the party's leadership, and ensure that the leadership of the party becomes stronger and stronger". It stressed the requirement for "strengthening the centralized and unified leadership of the party" , "deepen cross-military reform".
