CHINA-US-CUBA: TELECOMMUNICATIONS EXPORT

US Intelligence officials of the  U.S. Southern Command have revealed that two months ago Huawei, a Chinese telecommunications company and global network equipment manufacturer based in Shenzhen, China, and with very close ties to China's People's Liberation Army(PLA), violated U.S. economic sanctions imposed on Cuba. Huawei reportedly transferred U.S.-origin telecommunications equipment to Cuba. The matter is under investigation by the US Department of Commerce and, if the transfer is confirmed, Huawei could face U.S. sanctions for violating the US embargo. In 2012, Huawei had offered to sell Iran’s state-run telecommunications firm $1.7 worth of computer and network equipment made by Hewlett Packard.

Comment: China’s Ministry of Commerce announced August 7, 2014 that it is increasing trade and investment in Cuba following a visit to the island by trade officials in late July. Huawei and ZTE took part in a trade fair in Cuba in March 2013. Huawei began focusing on selling equipment to Caribbean nations, including in Cuba, since 2007, and Chinese companies began modernizing Cuban telecommunications infrastructure. By 2009, Huawei was setting up broadband service in Cuba. Huawei also has a large presence in Venezuela, Mexico, and Brazil, and many other countries in the region.
