The CCP CC held a two-day (Sept 28-29, 2014) Ethnic Affairs Work Conference in Beijing, which was attended by all Politburo Standing Committee (PBSC) members except Vice Premier Zhang Gaoli who was travelling abroad. Held for the first time since 2005, the conference stated that ethnic issues are a top priority for all Party members and that each cadre is expected to set aside time to discuss ethnic issues as part of his or her regular duties. It resolved to stimulate "leapfrog development" in China's ethnic regions.
