Xinhua, on Octiber 28, 2014 reported that  Liu Qibao, Politburo member and Head of the CCP Central Committee's Publicity Department, will lead a CCP delegation to Laos and Vietnam to attend theory seminars on "rule of law" from Oct. 31 to Nov. 5 at the invitation of the Lao People's Revolutionary Party (LPRP) and Communist Party of Vietnam (CPV).
