The Liberation Army Daily reported on November 24, 2014 that at the 5th Xiangshan Forum in Beijing, Major General Luo Yuan, Deputy Secretary General of the China Association for Military Science (CAMS), said that Maj. Gen. Raul Del Rosario, Deputy Chief of General Staff of the Armed Forces of the Philippines, had evaded answering questions. Major General Luo Yuan said that Major General Rosario had given no positive response to Chinese Defense Minister Chang Wanquan's proposal of  “joint management and control of dispute”. He described Rosario’s calling of the South China Sea as the Philippines’ "backyard" as a big difference between China and the Philippines. He asserted that both, from historical aspects and jurisprudence, the reefs that are within China’s traditional territorial lines are Chinese territory. Luo Yuan declared that “Every inch of the land that our ancestors left with us cannot be lost."
