 Xia Bin, Honorary Director General of the Finance Research Institute, Research Fellow at the Development Research Center of the State Council (DRC), and Member of the PRC State Council, said in a recent speech that China's economy is in bad shape and at risk of falling into a severe slump. He said that China needs not just the easing of monetary policy but a proactive fiscal policy, and serious reforms of the State-owned sector to make way for more private enterprise. According to Xia Bin, by 2013 China was already in a financial crisis
