The PLA Daily reported on January 23, 2015, that following Xi Jinping's instruction at a PLA Political Work Conference in April 2013, by the end of 2014, more than 86,000 leaders and cadres above the regimental level, including 810 leaders above the combined corps level, had been organized to serve in the company as soldiers. Xi Jinping's instructions disseminated as 'The Provisions', require leaders and cadres to serve in the company as a solider, and wear a private's military rank. They specify that "Serving in the company and living in the squad" means to serve in a company-level unit and normally live at a squad or platoon, give guidance and assistance to the company, and conduct "dissection-like" research. CMC Chairman Xi Jinping had clearly pointed out that a good cadre should meet five criteria, namely being "loyal to the Party, good combat fighting, responsible, outstanding in performance, and incorruptible".
