Over the past month, bodies for collecting national and local taxes, which had thus far been separate, have been merged. Leading Party groups (党组) within tax authorities at all levels have been changed to Party committees (党委). 

(Comment: This means that the Party committee at the top of the tax authority now has direct control over the whole system, all the way down to the lowest level – at least in theory -- which could see stricter enforcement of tax laws and regulations.
