CHINA-LEADERSHIP: CHINESE PRESIDENT XI JINPING CHAIRS POLITBURO SESSION ON JULY 30

Chinese President Xi Jinping  presided over a Politburo meeting on July 30, where  he urged Politburo members to take the long view. The meeting decided that in October, the Party will set goals for China to be achieved by 2035. Over the next two months before the CCP CC's Fifth Plenum in October, China's policymakers will work out what modernisation will imply. In case the conclave of veterans and senior cadres is held in Beidaihe in August, the main points could be discussed there. On economic issues, China's policymakers addressed medium- and long-term economic issues. They propose to: Speed up the implementation of the dual circulation strategy; Develop a long-term mechanism to coordinate economic development and virus containment; Promote innovation-driven economic restructuring; and Build out mechanisms to balance growth and financial de-risking. 
(Comment: The report of discussions at this Politburo meeting indicates that Xi Jinping is confident and finalising plans to make China a superpower notwithstanding the geopolitical tensions and pressure on him. In 2017, the Party divided development from 2021 to 2050 into two phases. The goal by 2035 is to achieve modernisation, while the goal by 2050 is to become a fully modernised superpower.)
