The People's Daily published (November 23) an article by Politburo member and Head of China's Publicity (Propaganda) Department, Huang Kunming captioned 'Promote the building of a socialist cultural power (study and implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party)'. Huang Kunming described The "Proposal of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035" adopted by the CCP CC's Fifth Plenum as "a strategic decision made by the Party Central Committee with Comrade Xi Jinping at the core" with the long-term goal of building a culturally powerful country during the "14th Five-Year Plan" period. He said this indicated China "has entered a new historical stage in the continuation of the "two centenary" goals".
