CHINA-HONGKONG: HONGKONG CHIEF EXECUTIVE CARRIE LAM'S POLICY SPEECH TO LEGCO MAKES LITTLE IMPACT

HK CE Carrie Lam Cheng Yuet-ngor delivered a 24,000-word speech with a number of Chinese Communist Party words over 2 hours 20 minutes to the Hongkong Legislative Council (Legco) on November 25 which was interrupted by pro-democracy legislators who forced her to complete her speech virtually. Her fourth policy speech was described by political observers and Legco members as "underwhelming". They commented that the speech supported further integration with the Mainland and creating a Silicon Valley-style regional economic zone with the nearby mainland cities of Guangzhou and Shenzhen but offered no economic relief to Hongkong's Covid-hit businesses reeling from a new wave of virus infections, an economy in deep contraction and worsening wealth inequality by way of an economic stimulus. The next day Carrie Lam told a radio phone-in show -- commenting on her consistently low approval ratings following last year’s anti-government protests -- “I no longer care much about those figures. I’ve been attacked personally and demonised. Whatever I said on social media platforms have been misrepresented. I know it would be difficult to counter the negative image. What I can only do is to work hard and let citizens know that we won’t become a lame duck like some foreign governments do when one-third of my term remains.”
