CHINA-PARTY: NEW HEAD OF CCP CC BRAINS TRUST FOCUSES ON INNOVATION
Jiang Jinquan, the new director of the Central Policy Research Office – the Party’s in-house brain trust – published (January 25) his first article in the Study Times. His article focused on the domestic part of the dual circulation strategy (DCS) and suggested that a multi-pronged approach is key. He said that China should: Pull resources from across the country to develop critical technologies ASAP; Build “national teams” on basic research; Have companies focus on the commercialization of technologies; Support private companies to develop emerging technologies by rewarding them for successful R&D; and Liberate researchers and engineers from bureaucratic admin work. The Paper said he asserted that “[We must] rid ourselves of our dependence on foreign countries – especially Western countries – for technology, equipment and components [in critical sectors].”
