CHINA-LEADERSHIP: CHINA APPOINTS NEW MINISTER OF WATER RESOURCES

Li Guoying (李国英) was appointed minister of the Ministry of Water Resources.  

(Comment: Li Guoying's appointment coincides with the official confirmation at the ongoing NPC and CPPCC sessions that China will be going ahead with construction of dams on the Brahmaputra (also called Yarlung Tsangpo) including building a dam larger in size than the Three Gorges Dam in Sichuan and described as the world's largest. Born in December 1963, in Yuzhou, Henan, Li Guoying joined the CCP in August 1988. He has a postgraduate degree, Ph.D. He studied in the Department of Water Conservancy and Hydropower Engineering, North China Institute of Water Resources and Hydropower Engineering, majoring in water conservancy and hydropower engineering from August 1980 to July 1984. He was a delegate to the 16th, 17th, 18th, and 19th Party Congress. He was an Alternate member of the 18th CCP CC and is a member of the 19th CCP CC. He was also a Deputy to the 10th, 11th, 12th and 13th NPC. He has for the most part of his service served in the Ministry of Water Resources. In January 2021, he was appointed Secretary of the Party Leadership Group of the Ministry of Water Resources and in February 2021, as Secretary of the Party Leadership Group and Minister of the Ministry of Water Resources.)
