CHINA-EDUCATION: NEW REGULATIONS ISSUED BY STATE COUNCIL STIPULATE STRENGTHENING THE PARTY LEADERSHIP INCLUDING FOR PRIVATE SCHOOLS

The China Education News (June 3) published an article on the newly revised "Regulations for the Implementation of the Private Education Promotion Law of the People's Republic of China" recently issued by the State Council and which will come into force from September 1 this year. It said that according to the "2020 China International School Development Report", private international schools account for a relatively large number of international schools in my country; the number of students in international schools in 2020 is 610,000, of which private international schools account for 75%. It said the "Implementation Regulations" emphasize strengthening the party's leadership, adhere to the principle of public welfare, implement classified management, and provide full support for the specialization of private schools while regulating school-running behaviour. Private international schools, which have developed relatively rapidly in recent years, are faced with the problem of how to regulate school running and healthy development under the guidance of new administrative regulations. The article clarified that the "Implementation Regulations" stipulate: "Private schools should adhere to the leadership of the Communist Party of China, adhere to the direction of socialist education, adhere to the public welfare nature of education, strengthen the education of socialist core values for the educated, and implement the fundamental task of establishing morality and fostering people." As far as schools are concerned, whether they are private international or elementary and junior high schools featuring international bilingual education, or high schools that offer international courses and connect with overseas education, they are all part of socialist education and must ensure that the party's education policy is implemented.
