CHINA-PLA: CENTRAL MILITARY COMMISSION ISSUED NEW REGULATIONS ON "MASS WORK" TO BRING THE PLA AND CHINESE PEOPLE CLOSER

The People's Daily (July 21) publicised the Central Military Commission (CMC)'s “Regulations on Military Mass Work,” which will come into effect on 1 August. The Regulations emphasise thoroughly implementing Xi Jinping’s strong military thought, the “flesh and blood connections” between the PLA and the people, building a powerful foundation for the capacity to achieve victories, consolidating military-civilian unity, and comprehensively and systematically regulating the mass work of the military for a new era. Consisting of eight chapters and forty-three articles, the Regulations emphasise national unity, “clarify the implications and position, guiding principles, and foundational mission of military mass work and the norms for supporting the government and loving the people” and for participating in and supporting social and economic construction, as well as jointly building a socialist spiritual civilization along with the people. It also stipulates discipline requirements and mass work during combat, non-combat, and military training contexts. The Regulations focus extensively on the relationship between the PLA and the Chinese people, attempting to improve coordination between the two.
