CHINA-LEADERSHIP: CPPCC CHAIRMAN WANG YANG VISITS XINJIANG AND STRESSES PROSPERITY AND SECURITY

Wang Yang, PBSC member and Chairman of the Chinese People's Political Consultative Conference (CPPCC) toured Xinjiang from July 21 - 24, 2021. The focus of his visit was on prosperity and security. In Aksu, Wang Yang held a meeting on 'pairing assistance' with officials from 19 provinces. The South China Morning Post (July 22) quoted him as saying that"Pairing assistance for Xinjiang is a major political task" and that "[F]unding [must go] to welfare, to the grassroots and key areas." In Shihezi, Wang visited the Xinjiang Production and Construction Corps (XPCC) where he told them"The corps should...make maintaining stability and guarding the border its primary mission."

(COMMENT: 'Pairing assistance' describes Beijing's long-standing efforts to channel financial, technical, and governance resources from China's affluent seaboard to its less-developed interior. Wang Yang's visit to Xinjiang suggests that with the unsettled conditions in Afghanistan and the recent terror attack on Chinese nationals in Pakistan, Beijing wants Xinjiang officials to spare no effort in securing the region's borders.)
