CHINA-MILITARY: PLA DOCUMENT ON WORK MGT

 With the approval of the Central Military Commission (CMC) the PLA General Staff Department (GSD) issued a document on July 3, 2015, further regularizing work guidance and management at the grassroots level for the PLA and PAPF.  Consisting of 12 articles, the documents lists measures to intensify overall work planning and coordination, cut meetings and messages, reduce big events, strictly control the number of inspection and evaluation activities, and implement rules on vacation and home leave. For example it states that:


(i) Officers in grassroots units should be ensured to have no less than three workdays without meetings every week;

(ii) No more than one of the activities such as pilot projects, military operation demonstrations and concentration training is permitted to be held in the same brigade or regiment-level unit per year;

(iii) The number of work inspection groups to visit the same brigade and regiment-level unit shouldn't exceed two per month;

(iv) Except under special circumstances, officers and soldiers in grassroots units are allowed to have at least two evenings of free time in the workdays every week;

(v) For those non-commissioned officers whose spouses have worked and lived in the localities where the troop units are stationed for a long time, they are allowed to take turns to stay at home on rest days and holidays according to overall arrangement of the unit; and

(vi) For unmarried corporals whose parents are not living in the same places with them, they can enjoy one home leave of 20 days per year during their service term.

The PLA Daily comments that the document provides effective recipes for solving the problems which have received the most complaints from military service personnel.
