CHINA-CYBER CONTROLS

In his keynote speech on November 25, 2017,at the Centenary of Peking University Lecture Hall titled "solidly promoting the building of a network powerhouse under the guidance of the 19th CCP National Congress",  Ren Xianliang, Deputy Director of the Office of the Central Leading Group for Cybersecurity and Informatization (Netsub Network) Office and Deputy Director of the State Internet Information Office, justified the new cyber regulations. Important among the seven points he made were: (i) There is no need now to evade the issue of cyber regulations. The Communist Party is the ruling party and the party has one set of government. The party is leading everything, and this is our specialty and our system. The party's leadership can not be weakened but can only be strengthened in an all-round way. (ii) The United States speaks of the Internet without borders and we say that the Internet has no borders but sovereignty. This is also a serious problem for our political security. (iii) To understand the strategy of network power, "we should look at whether or not the Chinese Communist Party can hold the political power for a long period of time" and "from the fundamental principle of "serving the people" and realizing the "Chinese dream" of the great rejuvenation of the Chinese nation. (iv) The 19th Party Congress pointed out the necessity of creating "a clean and bright cyber space. Because the Internet has become the main battlefield of public opinion struggle, the front, the forefront". To do ideological work (on the Internet) it is essential to build consensus, prevent risks and win hearts and minds. We must strive for the greatest common denominator under the leadership of the party and realize the dream of a great rejuvenation of the Chinese nation. (v) Strengthening the overall national security vision, including external security and internal security, traditional security and non-traditional security, among which cybersecurity is the highlight of non-traditional security issues. He said Google, Amazon and other large companies, covering almost all of the network data system role, almost all involve US companies, which is the biggest security issue. Increasingly digital resources are multiplying and digital security risks are increasingly multiplying. It is essential therefore to step up deterrence and counter-terrorism capabilities and implement our "Cyber ​​Security Law."
