CHINA-XI JINPING OUTLINES BIG DATA STRATEGY AT POLITBURO MEETING ON DECEMBER 8, 2017

Chinese President Xi Jinping addressed the Politburo's second 'collective study session' on December 8, 2017 when he outlined a strategy for the implementation of national big data. Emphasising that the development of big data is changing with each passing day, Xi Jinping said "we should review the situation, carefully plan and advance the layout and strive to take the initiative". Mei Hong, Vice President of the Beijing Institute of Technology and academician of the Chinese Academy of Sciences, gave an explanation and his opinions and suggestions.
Xi Jinpinge pointed out that big data is a new phase of information technology development and is beginning have a significant impact on economic development, social governance, state administration and people's livelihood. He stressed it is necessary to promote the innovation and development of the big data technology industry. Saying "We must aim at the frontier of science and technology in the world, concentrate superior resources to break through the core technologies of big data, and speed up the construction of an industry chain, a value chain and an ecosystem that can be controlled by ourselves" he said "we must adhere to the open-data and market-driven approach and promote the deep integration of industry, education and research with data as a link to form a data-driven innovation system and development model. We will foster a group of big data leaders and build a multi-level and multi-type big data talent team". Xi Jinping stressed the need to use big data to enhance the level of state governance modernization. With data centralization and sharing as the means to promote technology integration, business integration and data integration, information barriers should be popularized to form a data sharing platform that covers the whole country and is used in an integrated manner and unifiedly accessed. To strengthen the construction of Internet content, establish a comprehensive network management system and create a clear and bright cyberspace. Xi Jinping stressed the need to effectively protect the national data security. He said it is necessary to strengthen the security protection of key information infrastructure, strengthen the protection of national key data resources and enhance the ability of data security early warning and traceability. He called for protection of technology patents, digital rights, digital content products and personal privacy, safeguard the interests of the general public, social stability and national security. Xi Jinping pointed out that being good at acquiring data, analyzing data and using data are the basic functions of leading cadres in their work. Leading cadres at all levels should step up their study, understand big data, make good use of big data, enhance their ability to use data to promote various tasks and constantly improve their ability to grasp the laws governing the development of big data so that big data can play a greater role in various fields of work .
