CHINA-INTERNAL: PLA PROMOTIONS

 Hongkong's South China Morning Post reported on September 22 that Chinese President Xi Jinping will promote two People's Liberation Army (PLA) Generals, closely associated with him. At least one will be appointed a Vice Chairman of the Central Military Commission (CMC) to head the PLA's anti-corruption body, the Discipline Inspection Commission.  

 
While the Generals are yet to be named, the newspaper quoted sources as saying that General Liu Yuan, Political Commissar of the PLA's General Logistics Department and son of former Chinese President Liu Shaoqi, and Zhang Youxia, head of the General Armaments Department, are likely to be promoted. 
 
(Comment: The promotions could take place in case an additional post of Vice Chairman of the CMC is created. One officer could be appointed a Member of the CMC when PLAN Commander Wu Shengli retires, but that would rule out Zhang Youxia who is already a member of the CMC. In case both promotions are effected it is probable that Zhang Youxia could be appointed CMC Vice Chairman and Liu Yuan a member of the CMC, which promotion he missed at the 18th Party Congress in December 2012.)
