CHINA-US: CYBER

Admiral Michael Rogers, who heads the National Security Agency and is also head of the U.S. Cyber Command, told a US Congressional panel on November 20, 2014, that China and "probably one or two other" countries have the capacity to shut down the nation's power grid and other critical infrastructure through a cyber attack. He described it as a "troubling development". He said the ability "enables you to shut down very segmented, very tailored parts of our infrastructure that forestall the ability to provide that service to us as citizens."
