CHINA-CDIC: CDIC ISSUES NEW REGULATIONS ON WORK OF PARTY'S DICS

Xinhua (January 4) announced that the Central Discipline Inspection Commission (CDIC) had issued new "Regulations on the Work of the Disciplinary Inspection Committee of the Communist Party of China". The detailed Regulations comprised 8 Chapters and 59 Articles. These stressed, inter alia, that "Disciplinary inspection committees at all levels of the party regard resolutely maintaining the core position of General Secretary Xi Jinping's Party Central Committee and the core position of the entire party, maintaining the authority of the Party Central Committee and centralized and unified leadership as the highest political principle and fundamental political responsibility" as well as "loyalty to the Party Constitution". People's Daily (January 4) and Guangming Daily (January 6) articles explained the Regulations. The People's Daily stated that the Regulations sought to institutionalise the fight against corruption and safeguard the prospects of honest officers, it also stressed "the regulation also emphasizes that the Party's discipline inspection committees at all levels regard resolutely safeguarding General Secretary Xi Jinping as the core of the Party Central Committee and the core position of the entire Party, and maintaining the authority and centralized and unified leadership of the Party Central Committee as the highest political principle and fundamental political responsibility. Resolutely achieving the "two maintenance" is the main line running through the entire regulation, and the specific institutional measures in each chapter are reflected and implemented". It said "Chapter 4 of the Regulations specifies the main tasks of the Disciplinary Committee. For example, the Disciplinary Committee must firmly uphold the Party Constitution and consolidate the unity and unity of the Party with strict discipline". It added that "The system clearly stipulates that discipline inspection cadres who use cases for personal gain, run away, abuse their powers, and other violations of discipline and law must be severely investigated and punished; if a crime is constituted, criminal responsibility shall be investigated according to law."
