Appointment and Removal of TAR Leader at the 34 th Meeting

The Standing Committee of the 10 th National People's Congress of the TAR held its 34 th meeting on the morning of June 14, 2017. The meeting was convened and presided over by the Chairman of the TAR People's Congress Lobsang Gyaltsen (ethnicity: Tibetan), who replaced Pema Choling as the Chairman in January 2013. Lobsang Gyaltsen (Losang Jamcan) is also a Deputy Secretary of the TAR Party Committee.

The meeting implemented the decision of the Directors Meeting of the 10th TAR People's Congress held earlier, one of which was the removal of Ding Yinxian, Deputy Chairman of the TAR People's Government. Ding Yinxian was appointed a member of the TAR Party Standing Committee and Vice-Chairman of the TAR People's Government in July 2013. Ding Yinxian has been replaced by Zhuangyan Wei, (Han nationality) born in August 1967 and with a Master's Degree in Economics. He was designated as Vice Chairman of the TAR People's government. He continues to be Deputy Secretary of the TAR Party Committee, Deputy Secretary of the Party Group of the District Government, and Dean of the School of Administrative Affairs of TAR. He has previously served in the Jilin Provincial Party Committee as Vice Governor and served in the Jilin Provincial Propaganda Department as well as the Jilin Provincial Standing Committee until his transfer to Tibet.

Lobsang Gyaltsen stated that the removal of Ding Yinxian and appointment of a successor is a joint decision of the Central and District Party Committee and taken after careful examination of the overall situation. At the oath taking ceremony of the new Vice Chairman of the TAR People's Government Lobsang Gyaltsen said he and his colleagues believe that Zhuangyan Wei will do justice to the post, abide by the CCP constitution, work hard and contribute to Tibet's development and long-term stability.

TAR Leader Visits Border cadres in Lhoka

TAR People's Congress Chairman, Deputy Secretary of TAR People's Congress Standing Committee, and Head of TAR's District Party Committee's Rural Work Group, Lobsang Gyaltsen (Losang Jamcan) undertook a two-day (12-13 June) inspection tour of Lhoka's (Ch: Shannan) Tsona Country frontier and border officers and cadres. Lhoka shares borders with India and Bhutan.

He stressed the importance of developing new and strong strategies to maintain stability in the border areas. He also told border cadres and forces to work in line with President Xi Jinping's ideology and guidelines.

Lobsang Gyaltsen also met local Tibetans in the area and inquired about their well-being. He stopped at a Tibetan woman, Tsomo's shop and house, which were built under the 'urbanization program or Model Village Construction Scheme.' The woman reported that her annual income since last year had risen to nearly 10,000 yuan, earned mostly from tourists.

Zhang Yongze, Vice Chairman of the TAR Party Committee and Party Secretary of Lhoka, accompanied the Chairman on the inspection tour.

Tibet introduces subsidy for special posts in high altitude areas

The Tibet Autonomous Region (TAR) recently introduced 'Measures for Rewarding Professionals in Special Posts in High Altitude Township Hospitals' on a trial basis.

The measures stipulate that the rewards would be given to professionals working in township hospitals at an altitude of 4,500 meters or more. Implementation starts from July 1, 2017, and subsidies will be issued according to the altitude of the hospital and job title level.

The standards for the awards are as follows:

Professionals with senior, intermediate and junior title levels (including those who haven't reached junior level) working in township hospitals at an altitude of 4,500 to 4,799 meters will receive 40,000 Yuan (US$ 5,885), 30,000 Yuan (US$ 4,414) and 20,000 Yuan (US$ 2,942) per year respectively. The precondition is that they should have satisfied the assessment requirements.

Professionals with senior, intermediate and junior job levels (including those who haven't reached junior level) working in township hospitals at an altitude of 4,800 to 4,999 meters will receive 50,000 Yuan ($7,356); 40,000 Yuan (US$ 5,885) and 30,000 Yuan (US$ 4,414) per year respectively. The precondition is that they should have satisfied the assessment requirements.

Professionals with senior, intermediate and junior job levels (including those who haven't reached junior level) working in township hospitals at an altitude of 5,000 meters or above will receive 60,000 Yuan (US$ 8,827); 50,000 Yuan (US$ 7356) and 40,000 Yuan (US$ 5,885) per year respectively. The precondition is that they should have satisfied the assessment requirements.

The measures specify that each level of the concerned Government department should set out specific assessment methods, extensively propagate the policies, and increase supervision and inspection efforts, to ensure that the 'reward subsidies' are handed out on time and in full.

Chamdo Party Secretary's inspection tour to counties

Abu (Ethnicity: Muslim) who replaced Norbu Dhondup as Secretary of the Chamdo (Ch: Changdu) Party Committee early last year inspected several counties of Chamdo namely, Jomda County, Gonjo County, Zhagyab County, Zogang County and Markam County, along with a group of regional leaders to do 'research' on poverty alleviation program implementation, maintenance of stability, social harmony and to enhance party building measures. While meeting the locals, Abu emphasized the importance of in-depth study and practice of Party General Secretary and President Xi Jinping's series of important 'speeches' on the rule of law, innovation, social harmony, development and strategic thinking. He urged local leaders to speed up poverty alleviation programs and construction of local industries.

The agenda for the inspection tour included meeting local leaders, Temple Management Committee Members and cadres, monks, and grassroots police officers.

Chinese Tibetan Culture Forum in Nepal

A two-day Chinese Tibetan culture forum started in Kathmandu on June 13, 2017.

Nepal's Deputy Prime Minister Krishna Bahadur Mahara inaugurated the event in the presence of cultural experts, politicians, media personnel and diplomats.

Mahara said the friendly relationship between Nepal and China has been further enhanced following the signing of a bilateral cooperation agreement under the China-proposed Belt and Road Initiative last month. He said "I hope this important event will be helpful to share ideas between scholars from China and Nepal, thus helping to promote the bilateral ties."

Chinese Ambassador Yu Hong said China and Nepal have been enjoying friendly relations through cooperation in various fields such as culture, trade and tourism since the establishment of the diplomatic relations in 1955. Meanwhile, An Qiyi, Deputy Director-General of the China Tibetology Research Center, said Tibet and Nepal have deep cultural, social and religious ties. "Nepal is Tibet's largest international trading partner and the economic relation is thriving."

Tibet attracts unprecedented investment from central SOEs

The TAR is likely to see a record influx of investment from central State-owned Enterprises (SoEs) as the region has signed cooperation agreements with 36 central SoEs for 347 projects.

The agreements were inked in Lhasa on June 13, 2017,at a meeting on strategic cooperation. They include the energy, transport and industrial sectors among others. The TAR regional government said SoEs are to play an active role in developing industries, improving the livelihoods of locals and helping Tibet realize a moderately prosperous society by 2020 together with the whole nation. The new projects were described as marking unprecedented investment in the region from central SOEs as also high-level and broader cooperation between Tibet and central SoEs.

Participating SoEs include State Grid, China Baowu Steel Group, and China Power Construction Corporation.

Xiao Yaqing, Head of the State-owned Assets Supervision and Administration Commission (SASAC), said the Commission and Central SoEs will boost green development and contribute to poverty reduction in the region as part of the 13th Five-Year Plan (2016-2020).

(Comment: As in the early years of Tibet, most of the SoEs have links to the People's Liberation Army (PLA).

TAR's Plans to build more Hydrological Monitoring Systems

According to a report in Tibet Daily, the TAR Hydrology Bureau Network's Planning Division has decided to rebuild hydrological monitoring systems. This will include building eleven new hydrological monitoring stations ; two water quality automatic monitoring stations, 3 Water level monitoring stations and a hydrological data center. Liu Xiangwei, Section Chief of the TAR Hydrology Bureau Network Planning Division, said the designs have been completed and that implementation and construction is expected to start next year.

Plans for this year's hydrological monitoring system involves two hydrological monitoring stations and three water level monitoring stations, mainly to upgrade existing monitoring equipment, while adding some new automated monitoring equipment. The new batch of hydrological monitoring systems is expected to cover Ngari (Ch: Ali) and Nagchu (Ch: Nagqu).

Liu Xiangwei said that TAR 13 th Hydrological Development Plan will undertake the gradual implementation of a new and extensive hydrological site monitoring system to cover areas far as Yangtze (Ch: Dajiang) River Basin, while enhancing the level of automation. It is believed that these hydrological monitoring system functions as quality monitors of eight indicators namely precipitation, temperature, water temperature, flow, water level, sediment, ice, and water.

Liu Xiangwei added "These monitoring indicators of the formation of hydrological data analysis, not only for flood control and disaster reduction to provide data support, but also for our area of ??sustainable development and utilization of water resources, but also for water ecology and protection of water."

Training of County Leaders in Shigatse

Yu Deping, the Deputy Director of Shigatse Municipal People's Congress held a training session for all County leaders of Shigatse on the afternoon of June 8 th , 2017. The theme of the training was on educating the county officials about leadership efficiency, abiding by the law, enhancing their theoretical understanding and practical implementation of the guidelines prescribed by the TAR administrative divisions under the auspices of the CCP. He urged the county leaders to set exemplary roles through their social and economic contributions to society.

'Unity and love for motherland' session for monks and nuns in Lhatse County

The Propaganda Department of Shigatse (Ch: xigaze), held a propaganda training session themed 'Unity and Love for Motherland' for the monks and nuns in Lhatse County of Shigatse. The teachings at the session were in simple language so as to facilitate understanding by the target audience.. The session's agenda included lectures on political principles, measures to improve the functioning of Temple Management Committees, ways to strengthen the relationship between monks and the Temple/monastery and between monks nuns in general with society, and guidance to monks/nuns to abide by the law. In short, the session was focussed on four main agendas, which were to listen to the Party, to cooperate with the Party, to become patriotic citizens and to become 'role model' monks and nuns.

Officials and members of the United Front Department of Lhatse County, 16 Temple/Monastery Management Bodies in the county, monks and nuns, other religious heads totalling to 305 people participated in the training session.

Over 40 Tibetans held following clash with police over move to divert their river to Chinese Muslim village

According to the Tibetan Service of   Radio Free Asia   (Washington - June 2, 2017), more than 40 Tibetan villagers of Shitsa village in Bayen (Chinese: Hualong) County of Tsoshar (Haidong) in Qinghai Province were detained after a clash on June 1, 2017, with Chinese police after authorities moved to divert a river that flows through their village to the nearby Tharga Village peopled mostly by Hui Chinese Muslims.

RFA quoted Dorjee Bum, an exiled Tibetan, as saying that as the dispute escalated armed police arrived at the scene and attempted to quell the situation. He added that the police sided with the people of Tharga village, which led to the clash where 20 Tibetans and 10 policemen were injured.

(Comment: The Huis, who are Muslims and one of China's minorities, constitute a major portion of China's Muslims and live in compact communities mostly in the Gansu, Qinghai and Yunnan provinces and the Ningxia Hui Autonomous Region.)

Enrolment of Armed Forces aspirants in Tibet

Applications of a total of 18 students (16 boys+ 2 girls) from the Tibet Autonomous Region (TAR) have been selected for admission in 2017 to the Armed Police Academy (also known as the Chinese People's Armed Police Force College) and Public Security Marine Police College formerly known as the Public Security Marine Police College. These academies offer 43 courses such as border management, border control, law and order, information security and communication engineering. Aspirants need to be between 17-20 years of age and pass a national entrance exam. Foreign language skills are given bonus marks. Candidates are also required to undergo a medical examination, interview, political review test and a background check.

Hong Kong Youth delegation visits Tibet

A youth delegation comprising 30 young people and three staff members from the University of Hong Kong and Chinese University of Hong Kong started a six-day exchange program in Tibet. Theirs was a return visit to one by a delegation from TAR that visited Hong Kong in May 2017.

The youth exchange program between Tibet and Hong Kong was established in 2003, with each side selecting "excellent" young people to participate each year. There have, thus far, been 15 exchanges, with more than 700 youths from the two sides having participated.

Free Tibet Protester cuts own throat in Lhasa

The Tibetan Service of Radio Free Asia reported on June 23, 2017, that a Tibetan had slit his own throat in a lone protest outside the Jokhang Temple in Lhasa on June 23. The report also said the incident took place at 10 am and that Chinese police had promptly covered the spot with blue-coloured sheets so that no sign of the incident remained.

No additional police deployment, patrolling or other obvious control measures were reported either.

Tibet to hold first venture project conference in August

TAR is to hold its first venture project conference from August 10 to 12 at the Lhasa Chengguan District Minshan Hotel.

Businesses registered within Tibet or businesses registered by Tibetan university students (including graduate students) resident outside Tibet for less than five years can apply to participate in the conference.

All applicants need to submit a letter outlining their venture project, photocopies of their business license and their legal person's identification card no later than July 20. Interested investors (including businesses and private individuals) are required to fill the "Investor Registration Form and send photo copies of their business license and legal person's identification card no later than July 30.

Armed Police Detachment of Shigatse's Training

The official media reported on June 22, 2017, that personnel of the armed police forces and military of Shigatse had undergone intensive physical training to 'enhance ability and fulfil functions and missions' of the 'Military training and assessment program.' The physical training for military personnel included weight lifting, body movements, running with guns through a 100/200 meters' barrier etc. The media reports said the military officers and personnel trained with 'high spirit and full of energy'.

Tibet Aid Cadres from Shandong Province celebrated first anniversary in Shigatse

The eighth batch of Tibet Aid Cadres from China's Shandong Province who have been stationed in Shigatse for over a year celebrated its first anniversary in June 2017.

Under the leadership of their team leader Feng Jikang, the eighth batch of cadres from Shangdong Province conducted in-depth and key projects in Shigatste in collaboration with the Shigatse City Development and Reform Commission, Housing and Urban Construction Bureau, Agriculture and Animal Husbandry Bureau, and other units. Till date, the cadres invested 290 million yuan and have worked on 72 projects in ten counties of Shigatse concerning agricultural and pastoral areas, poverty alleviation and improving livelihood of people. The Tibet Aid Cadres aim to make Shigatse, a well-off city by 2020.

Grassroots Propaganda preaching in Chamdo

The Chamdo (Ch: Qamdo) Municipal Committee's Propaganda Department set up eight Supervisory Teams to conduct a week-long Propaganda Training entitled 'Unity and Love for Motherland' for farmers, herdsmen, monks and nuns. By June 20, 2017, eleven counties, 68 towns, 33 schools, 33 temples, and about 5000 people had participated in the training. The content of the training was reportedly in the simplest language so that trainees could understand. The Supervisory team worked in collaboration with the staff of village committees, visited and inspected homes of farmers and villagers in counties, stressed on the importance of maintaining stability and prescribed the important speeches and guidelines of Xi Jinping. The trainees were made to perform cultural dances and songs in praise of the regime.

Special Meeting to discuss aviation projects

Jiang Jie, Vice Chairman of TAR hosted a special meeting of TAR officials on June 2, 2017, to discuss development of general aviation and construction of regional feeder airports in TAR. After listening to the work reports of TAR Development and Reform Commission and other relevant departments, Jiang Jie pointed out that the construction of general aviation should be in line with National Industry Planning, should have broad prospects for development as construction of these aviation projects has important strategic significance in terms of promoting economic and social development, and should safeguard national security and stability. He pointed out that Tibet has a vast territory and an isolated and complicated geographical environment making it more prone to disasters. Development of general aviation will, therefore, enhance accessibility to the region, improve the comprehensive transportation network and provide a powerful boost to economic and social development. He echoed the instructions of TAR Party Secretary Wu Yingjie and Lhasa Municipality Chairman Chedak la, on the importance of constructing aviation projects and accelerating emergency rescue systems. He urged relevant departments at all levels to strengthen overall coordination and optimise development-planning, security and build a strong "bottom line", in accordance with the requirements of the Tibet Autonomous Region Party committee. He appealed to the concerned parties to focus on the works, reasonable and appropriate locations and promote regional airport construction as soon as possible.

China building world's third highest dam in Nyagchu ignoring Tibetan concerns

Hong Kong's South China Morning Post on June 26, 2017, reported that construction of the world's third-tallest 295-metre dam, begun in 2014 in Nyagchu (Chinese: Yajiang) County of Sichuan Province, will severely affect Tibetan communities as far as 100 kilometres (60 miles) upstream and they would lose almost everything they value, including their livelihoods, farmlands, home, communities and religious sites. The Lianghekou dam is scheduled for completion by 2023. Plans posted at the Lianghekou construction site reportedly show that 22 power plants will be built along the Yalong, a Yangtze tributary, collectively capable of generating 30 gigawatts of electricity or a fifth of China's current total installed hydropower capacity. The Lianghekou dam, located at the confluence of the Yalong, Xianshui and Qingda Rivers will itself produce 3,000 megawatts of energy.

As part of the plans, a state-affiliated energy website said almost 6,000 people across four counties will be relocated. Villagers claim to have received government compensations ranging from 300,000 yuan (US$44,000) to 28,000 yuan as moving fees per family. The South China Morning Post report quoted villagers as saying when they complain they are called 'separatists'. A construction worker at the site, Zeng Qingtao, claimed the state-owned Power Construction Corporation had brought in some 10,000 employees, none of them locals. He was quoted as saying "We can't hire Tibetans. They aren't reasonable."

(Comment: China, which had just two dams in 1949, now boasts some 22,000 – nearly half the world's total.)

China forcing out resettled Tibetan nomads for tourist development

The Tibetan Service of Radio Free Asia said on June 15, 2017, that residents of Dzatoe and Domda towns in Yulshul (Chinese: Yushu) Prefecture of Qinghai Province have been told that their homes are to be demolished to make way for a tourist centre and housing for government employees.

Demolition work was reported to have already started in Dzatoe Town.The report said the government was not providing any financial help to facilitate erstwhile nomads to move back to their former homes.

Shigatse city celebrates its first national unity progress day

On 2 nd June, Shigatse city celebrate first national unity progress day with different series of activities including theatrical performance. Shigatse city people standing committee deputy director Yu Deping said that celebration of national unity and progress day is platform for the gathering all nationalities and civilians. It helps in the promotion of cities loyalty to party and increases social economic development and long term stability of the city.

The representatives from all the ethnic groups were gathered at Shigatse city hall auditorium. Subsequently city main roads were displayed with different publicity for national interest. Later theatre theme on national unity was performed and witness by all the locals.

Lhasa private economy accounts more than 60 per cent of the city's GDP.

On June 8 th , Lhasa federation of industry and commerce held fourth congress meeting. The secretary of the Lhasa municipal party committee Baima Wang (Pema wangdu) sent a warm congratulation message to the general assembly for the significant economic development. According to him, such significant economic development contributes to all levels of industry and commercial sector for its growth.

Pema's congratulatory letter contains the importance of central party committee, which upholds the core value of comrade Xi Jinping in order to achieve private economy to the extent of targeted requirements set by the 18 th national congress of the CPC. He further explained the importance of following up instructions laid by general secretary Xi Jinping to achieve the goal of private economic development. He emphasized on economic development, which helps in nurturing unity among the people and make way for progress of the nation's economy.

Tibet increases the border area of non-heritage protection efforts on 5 th June.

There are challenges of providing protection and development of the intangible cultural heritage in the border areas. The rise of such problem is mainly due to the transportation inconvenience. The autonomous region has issued the "Tibet Autonomous region" 13 th five-year cultural development plan in order to solve the problem of heritage protection.

Autonomous region cultural affairs department of non-heritage director Jiji (Jiejie) introduced, that Shannan, Nying chin, Shigatse and Ali are four border cities. There are 13 national non-heritage representative projects in the border area and 72 are non-regional representative projects.

JIJI (Jiejie) introduced as of the end of 2016 that the central government has subsidized amount 1650 million for non-representative project and representative inheritors from which only 1.9 million Yuan for Chen Tong Sherpa song, dance and Lhoba costumes protection.

This was done in order to collect creative cultural activities to enhance the cultural attraction of border areas. He further said that their district has paid more attention in rescue and protection of ethnic minority culture in the border area.

At the same time, the central has raised funds to build the Niyanghe Tibetan Southeast Asian material cultural heritage Museum and some other protection and utilization facilities.

Shigatse city held national people's congress training in 2017

On the morning of June 8 th , a total of more than 90 people from various deputies attended the training sessions of the deputies of national people's congress in Shigatse city.

The deputy director of the municipal people's congress standing committee Zhao Shao Zhou (Zhao Xiao Zhou) attended the opening ceremony.

The training staff asked the trainees to understand the importance of carrying out the training. They were urged to strengthen the study and further familiarize themselves with the problems associated with deputy duties of national people's congress.

At the opening ceremony, the municipal committee teachers talked the spirit of Xi's speech. They added that their training for two days focuses on the acknowledgement of National people's congress, township and county work etc.

The spirit of the second congress of economic development in Tibet caused a hot debate

On June 8 th , the region's second private economic development conference was held. Autonomous party secretary Wu Ying jie gave important speech in general assembly. He spoke on the importance of innovation and entrepreneurship and urged people to struggle for the progress of the non-public economy. In that way people can create the upgraded version of Tibet's non-public economy.

Tibet performance group Co. Ltd, Chairman Nima Zhaxi (Nyima Tashi) said that people should understand the instructions of general secretary Xi Jinping. It's also important to follow the important arrangement set by the 18 th communist party of China's central committee with the aim of promoting non-public sector of economy.

Due to the good policy of the party and government, we see the presence of both large and small scale of non-public business. It's our responsibility to strengthen and enlarge the business to contribute to the financial revenue and self-employment of native Tibetans.

Autonomous region party secretary Wu Yingjie also gave speech to the general assembly. He requested people to work hard for the development of non-public economy and give direction for the future advancement of non-public economy.

The general assembly put forward vigorous implementation of national entrepreneurship projects and gradually improves the ability of non-public economy to create more jobs and employments for college graduates and inspire them for entrepreneurship.

Wang Yongjun gave speech in the autonomous regional party school and stressed on the promotion of the comprehensive and strict management of the party to maintain the political climate.

On 9 th June, Wang Yongjun member of the standing committee of the party committee of the autonomous region and secretary of the discipline committee of the communist party of the China, wrote a party report titled" unswervingly advancing and resolving the political ecology of the Qing dynasty". He pointed out that the party organization at all levels in the region should study and implement the important speech of the sixth plenary session of the 18 th CPC central committee, especially the general secretary of Xi Jinping.

Wang Yongjun stressed that:

  1. Party's political life determines the party's ecology. So the party must have strict control over party's political life. The entire department in all the level should strengthen party's ideology and fundamental structure of the party.
  2. To strengthen political discipline and rule to safeguard the party under the leadership of comrade Xi Jinping.
  3. Strictly implement the spirit of eight provisions of the central government to control the excessive use of party's resources to rectify the bureaucratic system of party for the establishment of a strong party.
  4. Party members and cadres should maintain strict self-discipline and follow the strict guideline of the party's principle.

 

Tibet's first cross border RMB (Yuan) circulation monitoring was established at Jilong port.

First cross border RMB circulation was established at the Jilong port, Jijang county of Shigatse. The meeting was led by center bank of Shigatse and attended by Jialong port management committee and seven other monitoring cooperation units signed a cross border RMB circulation monitoring cooperation agreement. The monitoring stations aims to better grasp of cross border RMB circulation, counterfeit cross border illegal money laundering and improve the living standard and financial standard of native people.

The regional party and government put forward to construct the Jilong port and the construction of the south Asia land passage. In future, the Lhasa central branch of the people's bank of China plans to take central role in monitoring cross border RMB circulation, work mechanism, and processes to improve further establishment of such stations all over the borders.

Lhasa celebrates 61 st international children's day in presence of general secretary Wu Yingjie as chief guest

On the morning of 1 st June, Lhasa celebrate its 61 st international children's day and sixth congress of Chinese youth vanguard, Tibet autonomous region held its first congress meeting. Regional party secretary Wu Yingjie met with all participants and delegates.

The meeting and celebration was also graced by Autonomous region standing committee Zeng Wanming, Jiang Jie, Fang Lingmin, deputy director of party Xu Xueguang, autonomous CPCCC vice chairman Suolan Reng zeng (Sonam Rinzin) and autonomous assistant chairman Luo Mei.

The festival was held at Tibetan people's Hall. Wu Yingjie in behalf of all the standing committee expresses sincere greetings to all the students. He emphasizes on the importance of children for uphold and strengthening of party's ethnics. Children are the sole hope of motherland. He stressed on the party's commitment for the progress and development of children and upbringing their talents for the prosperity of future nation. He further added that children are born in new Tibet under the red flag. So it's important for all the Chinese children to enjoy the best policy and grow up under the profound care of the party.

He also stressed on the importance of implementing Xi's speech introducing new ideas and new laws.

Nepal tour guides to accept China's Tibet knowledge training

On 8 th of June, nearly 60 Nepal tour guides received training on the acknowledgement of Tibet, China. Training to the guides was initiated by China Tibetology research center. Participating training guides were selected by the Nepalese association of Arnie. Trainee Nepalese tour guides were taught Tibetan language, culture, heritage, present situation of Tibet and social and economic development of Tibet. They were also made aware of Tibetan Buddhism and Tibetan Thangka painting.

Due to many reasons, there are no proper local guides in this region. But tourism industry is always blossoming. So, Nepalese tour guide had played important role as they help to impart knowledge to tourist.

Shigatse completed the first three successful entrepreneurship trainees this year

Around 218 enthusiast students from Xigatse city attended entrepreneurship training hosted by Xigatse people's city Bureau of skill and service. In the training, students were made aware of basic entrepreneurial ideas, knowledge and methods. They were further encouraged for entrepreneurship to meet the market demand, to avoid venture risk and invent their own business ideas. The government promised full support by implementing business and entrepreneur friendly environment.

Xigaze City and China Mobile Tibet Branch Signed Telecommunication Universal Service Pilot Project Cooperation Agreement

On 23 rd June, China mobile Tibet branch and Xigatse city municipal committee signed telecommunication universal service pilot project cooperation agreement in presence of deputy mayor Mr. Ni Junna, Municipal committee and Deputy director Mr. Kuong Dorjee, China mobile Tibet branch.

Mr. Ni Junnan in his speech highlights the importance of digital infrastructure and development to narrow the digital gap between urban and rural areas. He emphasizes on the role China mobile Tibet branch took in the development and stability of Xigatse city. Digital development made life easier in different fields like communication support for mountaineer of Mount Everest, traffic and remote pastoral. China Mobile also invented emergency no. 918 for disaster management evacuation.

Mr. Ni hopes that China mobile continues to help and improve the digital life of Xigatse city. He remains optimistic about the future of China mobile and its role in providing convenient communication services. He promised for further investment from China mobile to facilitate development of city. Tibet autonomous region elected 19 delegates to attends nineteen standing committee party

Meeting of representatives of communist party of China (CPC), Tibet autonomous region was held in Lhasa on 27 th June. The meeting elected nineteen delegates of Tibetan Autonomous Region in presence of Wu Yingjie, secretary of the regional party committee and Qi Zala regional leader.

The sixth plenary session of the eighteen central committee of the party decided that the nineteen national congress of the communist party of China will hold in Beijing in the second half of the 2017. 19 elected delegates will attend the nineteen national congress of Communist party of China. They will represent the TAR in the congress. 19 delegates were elected by casting secret ballot in the meeting after extensive discussion.

After the representatives were elected, Party secretary Wu Yingjie gave speech. He stress on the importance of nineteen national congresses. Main market players in Shigatse city crosses 40000 households

According to the press release of commercial system reform held by the Shigatse Industrial and Commercial Bureau, under the support of "mass entrepreneurship and innovation" policy, the number of main market players of Shigatse City increases greatly and the market structure is optimized continuously. So far, various market players of Shigatse City reach 40632 households and registered capital reaches 35.235 billion yuan, a year-on-year increase of 21.6% and 82.05% respectively.

Tibet total export and import value increases 86.5% from Jan to May

Export and import value of goods and trades Tibet autonomous region increases 86.5% from Jan to May according to the report published by Lhasa custom. It reaches 2.96 billion yuan among which export value is 1.96 billion yuan, a year on year growth of 2.1% and the import value is 1.87 billion yuan, a year on year growth of 2.6 times.

There were 2.8 times increase in export and import value in first five months of this year worth 2.06 billion yuan, accounting 69.9% of Tibet's total import and export value. Tibet's import are growing much faster than exports due to market demands and continuous development of aviation industry. Booming business of aviation industry is key factor in trade deficit between export and import worth 780 million yuan.

State road 216 line from Jilong County to Jilong port is expected to be functional by the end of July

On 11 th June, a reporter from the China railway 20 Bureau of Tibet first engineering co,ltd project department was informed that the construction unit had been working on the recovery and reconstruction project to recover from the disaster caused by 4.25 earth quake. The different projects like E1 tenders, K81 landslide control project and K87 collapse treatment project is currently moving forward smoothly.

The construction unit is launching the final spirit on the expected date of 31 st July 2017.

It is important to understand that the Zhangmou port has been suspended due to the earthquake. State road 216 line is currently connected to Nepal. It is the only smooth land access channel existing between Nepal and Tibet.

The state road 216 line from Kailong County to hot Cable Bridge with 94.38km. It is distributed in 23 geological areas affected by earthquake. Thus there are lots of challenges in the process of construction. The construction unit has to overcome the difficulties while maintaining the normal road traffic.

The relevant person in charge of the road construction called Cen Jixing told, "At the present, most of the projects have been completed. Only the remaining part of the road bed, framework and greening project is expected to be fully opened on 31 st July".

The recovery project of E1 section of the state road 216 is located in the hinterland of the Himalayas. Geographical conditions are complex. And it became more unpredictable after the Nepal earthquake.

China's electric construction in Tibet surging power to help forward

96 th session of the standing committee of 12 th National People's Congress was held in Beijing

On 15 th June, the standing committee of the 12 th national people's congress held 96 th session in the great hall of people. This meeting decided that 28 th meeting of standing committee of 12 th national people's congress to be held on 22 nd June to 27 th June.

Chairman Zhang Dejiang attended the meeting. The 12 th national people's 28 th session was to draft laws by the national people's congress environmental resources protection committee on the prevention of the soil control. At the same time the national people's congress agricultural and rural committee to draft amendments on administrative procedure law and on the civil procedure law.

The agenda of the meeting the chairman also includes the reviewing last year's report of the state council on the central government budget and other financial revenues and expenditure.

A number of China's statistical data shows optimism on China's overall investment on environment

In the recent years, China took steps in reducing the restrictions imposed on foreign access. Ministry of Commerce and Foreign Affairs division recently released data also shows that China overall absorption of foreign investment remains stable. Chinese policy implementation reflects China's determination to enhance the investment on environment. The statistic reflects the implementation of the relevant action.

China European Union chamber of commerce recently released "Business confidence survey 2017" shows that most of the EU's business performance in China has improved with 55 per cent of overturn growth in 2016.
